Using virtual reality glasses, the Desamparados Civil Court held the country’s first judicial hearing in the metaverse.It is a completely immersive and three-dimensional online virtual world, where the borders between reality and the real world disappear.

 On this platform, users can interact both with the virtual environment and with each other, through the use of avatars.This concept has gained followers and has been a source of interest in the technology industry in recent years, with giants such as Facebook, Microsoft and Google investing in its development.It is expected that in the future, the metaverse will be the main place for work, entertainment, education and, if the day comes to pass, the main court.

Pilot project

 The hearing in question took place on October 12 in META’s Horizon Workrooms metaverse.The pilot project was carried out in a non-contentious civil process with the authorization of the defending lawyer and his witnesses, who together with Judge Wálther Obando had the immersive experience in a Virtual Room equipped to hold hearings and meetings with the formality of the case and the full identification of those who participated.

A milestone

 “It seems to me that this is a milestone, it seems to me that this is a historic change that we must incorporate because I believe that it could only have benefits,” said Luis Guillermo Rivas, Coordinating Magistrate of the Technology Commission.

 For his part, Judge Wálther Obando indicated that “a few years ago we moved from the typewriter to the computer and at that time there was resistance to the change, and the same doubts can arise today;  However, in terms of technologies and their costs, they are becoming more and more accessible.”

 Applied to the public sector, the metaverse can offer notable advantages such as greater citizen participation of young generations, optimization of online services, and, of course, significant cost savings, always taking into account the relevant regulations and policies.

 Students from Costa Rica, Guatemala, Honduras, El Salvador, Panama, Suriname, Venezuela, Trinidad and Tobago, Jamaica and the Dominican Republic participated in technological and soft skills training.

After a week of technological training and with significant female participation, the Huawei Technologies Seeds for the Future 2023 program concluded in Costa Rica.Here 92 technological career students from 10 countries in Central America and the Caribbean lived an experience of cultural exchange, under the axes of promoting technology, innovation and environmental protection.

 The ninth edition of the Semillaspara el Futuro program culminated with an award ceremony for the students of the 10 participating delegations, last Monday, October 16, at the Crown Plaza Corobicí hotel, located in La Sabana.

Seeds for the Future

Huawei’s flagship Global CSR program has been operating for 15 years and, locally, has been implemented since 2015 in the Central American and Caribbean region.

 This initiative selects outstanding students to experience a technological and cultural experience. The young people are accompanied by experts from the regional technology sector.

 During eight days of camp, the delegations from Costa Rica, Panama, El Salvador, Honduras, Guatemala, Dominican Republic, Trinidad and Tobago, Jamaica, Suriname and Venezuela; They were trained by Incae.

 They received technological immersions, resolution and innovation tests, soft skills workshops, as well as visits to the Café Britt operations plant and a tour of points on the Costa Rican Pacific coast.

 Increase in female participation

Hand in hand with the “Tech4Good” project, students had the opportunity to put into practice their acquired knowledge and delve deeper into the innovations provided by technology. The delegations had to address the social and environmental problems of their countries of origin.

 Part of Huawei’s efforts is to reduce gender gaps and promote greater female participation in this type of intercultural meetings, where technology and environmental protection are the main axes.

 Currently, female participation in the Semillaspara el Futuro Central America and the Caribbean program rose to 44%, well above the 15% that was managed in the first editions of the initiative.

 This is the case of Zoe Vega, representative of the Costa Rican delegation and student at the Universidad Latina, who highlights her experience in the program, through which she experienced an environment of inclusion and learning aimed at women in the area of technology.

How women grow in the technological field

 “This is a reflection of how women grow in the technological field. We have received courses from both Incae and Huawei and this helps us enormously in the workplace. So I firmly believe that, with the project, it makes us more complete people,” said the student.

 “Many times young people are not given the opportunity and space. This is driving us to give our ideas, as professionals of the future that we are, which motivates us to think about projects that can solve the problems of this society,” Vega added.

Green Macaw Protection

At the same time as the award to the students, the Huawei firm launched the “Huawei TECH4ALL in Costa Rica” project together with the National System of Conservation Areas (Sinac), for the protection of the green macaw populations in the country, being on the list of endangered species.

 The technology consists of installing radios in waterproof boxes, which are placed in trees at a height of 20 meters, in order to monitor the behavior and increase in the population of these bird species. The system is synchronized using the RB1 Radio phone application.

 “The opportunity that Huawei currently gives us to coordinate with the organizations that are already making efforts, in a timely manner, helps us with the latest generation technology, artificial intelligence and using sensors such as audiobots, which will allow us to collect information. .of limpets and other species,” said Mario Coto, director of Sinac.

 Andrés González, Sinac Conservation Areas biologist, stated that through the initiative they are covering more than 1,500 kilometers. He explains that the devices are collected six months after their placement, from which they obtain information that is “difficult to record with traditional field equipment.”

“The green macaw, being the second largest psittacine on the planet, in Costa Rica we have the opportunity to protect it and get it off that list of endangered species, well, it becomes a great opportunity,” stressed Coto.

Cultural exchange

In addition to training in innovation and technology, students from Costa Rica and El Salvador highlight the intercultural experience of this regional program.Kevin Hernández, representative of the Salvadoran delegation and a graduate in Computer Science, defined the experience as “extraordinary” in the academic field and as a cultural exchange.

 “For me it was the first time, meeting people from other countries. The opportunity to discover solutions to contribute in different regions is valuable. I take with me the experience, the friendships and the knowledge to apply in the future in my country El Salvador,” said Hernández.

 “It is a great opportunity to expand our minds, by being in our country we learn, but these opportunities for cultural exchange make us see that there are solutions and opportunities beyond what we do and that there are companies that are committed to young people and technology” , he added.

 Fernando Figueroa, a Salvadoran student studying Computer Engineering, highlighted that the program allowed the delegations to leave their comfort zone, based on the activities and tours developed during the Incae training.

“Not only did I learn from Huawei, but I also learned from the people I met about 3 or 4 days ago and with whom I managed to get along very well. Meeting people from Costa Rica, Panama and Honduras, all those experiences have taught me something valuable, which will probably remain marked in my life forever,” said Figueroa.

 For his part, Alex Agüero, from the Technological Institute of Costa Rica (TEC) in the Electronic Engineering degree, stated that the program helped him in the field of innovation and technology. This through training tools for the generation of ideas and solutions to various problems, including soft skills.“We had a good taste in our mouths, because all of us who participated from Costa Rica did our part and in the end we gave our best in this week of training”.

Likewise, we also learned about different cultures from Central America and the Caribbean, which is very important, to develop not only technical skills, but also soft skills that are so necessary in our country,” declared the TEC student.

 “We believe that we can contribute greatly to local communities by working hand in hand with our clients, partners and stakeholders since we all share the same vision of wanting to promote the digital transformation of our region, to achieve this the most important thing is to invest in talent, training future generations with technical skills and business tools is the most important step we have identified to build a robust ecosystem,” emphasized Daniel Ding, vice president of Huawei Central America and the Caribbean.

Cybercriminals are using artificial intelligence to attack companies and public institutions, but organizations are using techniques from the past to defend themselves.

 This is how forceful the Fortinet Director of Information Security for Latin America, the Caribbean and Canada, Jaime Chanagá, explained it at the International Cybersecurity Seminar.

Responding successfully

 During a full day at the Seminar organized by ComDigital and Innovatec, experts from Europe, South Korea, Israel, the United States, Mexico and Costa Rica helped companies, institutions and local governments this October 24 in San José to prepare accordingly effectively and respond successfully to possible cyber attacks.

 “Cybersecurity has to be agile, it must incorporate artificial intelligence.  We need to use the new technologies that adversaries are already using,” said Chanagá, who also stated that only one percent of organizations in Latin America have an Information Security Directorate.

Ransomware on the rise

 One of the worrying aspects is that from last year to this year, ransomware has grown by 13% worldwide and variants have increased by 175% in the last year.Chanagá drew attention that in Costa Rica and the rest of Latin America, the number one complaint of business leaders in Latin America is that they do not have time to develop 2 or 3-year strategic cybersecurity plans.The expert recommended that it is very important for young people to study careers related to technology and cybersecurity to confront these global risks.

 Today, more than 3.5 billion people are connected globally, and the digital world stores approximately 44 zettabytes of data, largely thanks to cloud computing, which offers virtually unlimited storage capacity.  However, it is important to highlight that one of the most significant risks in this digital environment is the potential impact of a cyber attack.

Cyberattacks are not a new phenomenon, but their scale and sophistication have increased dramatically in recent years.  From the theft of personal and financial data to ransomware that paralyzes entire companies, cyber threats are diverse and constantly evolving.  The reality is that anyone can be a victim of a cyber attack at any time.

During the event, which took place at the Crown Plaza Corobicí Hotel, the best practices of the Korean and Romanian Governance system and the experiences of local governments in Israel were shared.  Likewise, lessons learned from cyberattacks in Costa Rica were analyzed, with the participation of specialists from the Tecnológico de Costa Rica and INCAE.

 The World Economic Forum has identified cyberattacks as one of the top 10 threats to countries’ economies.  Furthermore, according to the 2020 Global Cybersecurity Index, a cyber attack occurs every second, but on average, hackers work in the institution or company for six months before being discovered.  It is estimated that global losses due to cybercrime range between 1 trillion dollars in 2020 and 6 trillion in 2021, however, the costs of cyberattacks go beyond the financial, we must consider the emotional and psychological impact of being a victim. of a cyber attack.  The loss of privacy, the feeling of vulnerability and the interruption of our daily lives are real consequences of the lack of cybersecurity

Significant increase in the sophistication

 According to the Global Threat Landscape Report for the first half of 2023 prepared by the FORTINET firm, “there is a significant increase in the sophistication of malicious actors, especially evident in the cybersecurity domain, where threats have escalated in frequency and complexity.  “This is characterized by an increase in highly targeted attacks across multiple sectors, including intricate ransomware campaigns, substantial data breaches, and a notable shift in tactics.”This report indicates the identification, during the first half of this year, of activity in 41 groups of the 138 advanced persistent threat groups that are recognized.

 For the technology specialist, Alicia Avendaño, “training and having a cyber resilience strategy is essential to protect the information of companies and institutions and avoid the theft of information, suffer fraud, economic losses and protect the potential damage of the institutional and business reputation.”

 When the Sustainable Development Goals (SDGs) expire in 2030, 90% of the projected global population, or 7.5 billion people, are expected to be online, with an estimated number between 24,100 and 125 billion IoT (Internet of Things) devices connected.  So that efforts dedicated to the SDGs do not decline, cybersecurity will be essential, as it will ensure that digital solutions are safe, reliable and trustworthy.

 A quantum communication testbed will be established in the province of Quebec.  It is estimated that in the future the opportunities offered by this technology could improve the security of computer communications.

 The project, which will be named Kirq, in honor of Captain James T. Kirk, a character in the Star Trek series, will be deployed in the cities of Montreal, Sherbrooke and Quebec.  Companies will be able to carry out tests on the network managed by the non-profit organization Numana.For this project, this organization also has financial support from both the federal and provincial governments.

More secure means of transmitting information

 Advances in quantum communication could favor the development of a more secure means of transmitting information according to the laws of quantum physics, explained Martin Laforest, director of quantum strategy at the ACET incubator, which advised Numana on his project.

 In theory, the law of physics would mean that if someone tries to intercept a quantum communication, this would cause disturbances that would be perceptible, Laforest explained.

 Therefore, it would be possible to check whether the communication channel is secure before transmitting information.  Basically, quantum behavior cannot be measured or observed without altering it, he noted.

Offering greater confidentiality than the encryption technology

 For this reason, quantum communication would offer greater confidentiality than the encryption technology currently used.  Furthermore, the development of the quantum computer will inevitably create a gap in the protection of encrypted communications, solving the complex mathematical combinations that protect information.Once large enough quantum computers are built, our current security measures will become obsolete, Laforest explained.  Alternatives are needed, he added.

A help of more than 10 million dollars

Both the governments of Canada and the province of Quebec announced on October 23 that they will respectively provide support of $3.6 million and $6.5 million for this $13 million project.

 Quebec considers quantum computing to be a promising sector for the economy, stressed Economy Minister Pierre Fitzgibbon.  He gave as an example the recent launch of IBM’s quantum computer in Bromont, a town in the province of Quebec.

 The federal minister responsible for the Canadian Economic Development Agency for the Regions of Quebec, SorayaMartínezFerrada, highlighted that the quantum computing sector could allow the creation of some 229,000 jobs in Canada between now and 2040, 45,000 of them in Quebec.South Korea and China already have commercial quantum communications networks.  Canada would not be late, but it is time for us to act now, Borrelli said.

 There is still nowhere in North America where commercial networking is done, so it would possibly be available.  You just have to find the right business models.  The testbed also serves to inform users, such as banks, who can use these technologies, said François Borrelli, CEO of Numana.

Prysmian Group donated about three kilometers of cables, energy and telecommunications, for the development of the radio telescope of the Santa Cruz Radio Observatory (ROSAC), the only equipment of its kind in Central America, located in Guanacaste. 

Providing deeper coverage of solar phenomena

ROSAC is a radio astronomy project: the science that studies celestial objects and astrophysical phenomena by measuring radio waves.  On Earth, there are radio telescopes that observe the Sun at frequencies between MHz and GHz. These observations provide deeper coverage of solar phenomena.

 The ROSAC project — registered in the Vice-Rector’s Office for Research at the University of Costa Rica — will allow astronomical observation of solar radio waves and the obtaining of a database through 24-hour monitoring of the activity of said star.  These data will be used in scientific research both nationally and internationally.

Ideal location

 “Solar radio observatories are located at different longitudes around the world and have instrumentation for solar spectroscopy.  Costa Rica is located at a longitude of GMT -6 hours, where there is no equipment of this type that measures the Sun at the frequencies we want (100 and 1,000 MHz), so the development of this radio telescope will be an element important in our Central American region and in the global radio observatory network,” explained Dr. Carolina Salas Matamoros, researcher at the Space Research Center and professor at the School of Physics at the University of Costa Rica.

 ROSAC will position local researchers in an international group that will carry out observations of high relevance at a global level.  On the other hand, it will allow, for the first time, to obtain unique local data to carry out research in areas such as civil aviation.

Function of cables for ROSAC commissioning

The fiber optic cable will be of vital importance for transferring the data obtained from the Sun and for recovering it on the servers.  In this way, the people in charge will be able to treat them and make them available to the national and international scientific community.  Without fiber optics, this task would not be possible due to the volume of information and the real-time nature of the data that is necessary for the study of space weather.

 On the other hand, as the ROSAC project is in the power supply implementation stage, Prysmian Group provided the power cables.  With the donation, ROSAC will have the appropriate installation to connect the receivers and equipment that will allow data collection from the radio telescope. Experts are sure that this technology will allow ROSAC to achieve all of its goals andscientific objectives.

Costa Rica is fourth in the world in the Online Freedom Index published by Freedom House with data collected from June 2022 to May 2023.The study measures each country’s level of Internet freedom based on three main criteria: barriers to access, content limits and violations of user rights.

 Our country obtained 21 out of 25 points in the first indicator, 33 out of 35 in the second and 31 out of 40 in the third, for a general score of 85 out of 100.Although Internet access in Costa Rica has constantly increased and continues to have one of the most open online environments in the world, there are still challenges to improve, especially in cybersecurity issues.

Socioeconomic and geographic divisions persist

 “Internet access is generally strong, although socioeconomic and geographic divisions persist.  Users enjoy unlimited access to online content and their rights to free expression are largely protected by laws and courts.  However, government institutions have struggled to develop resilience to disruptive cyberattacks,” the report notes.

 Likewise, the worsening of online intimidation, particularly against journalists, is another negative point. “High-profile cases of targeted online harassment, with apparent links to members of the government, have contributed to growing unrest and self-censorship among the country’s journalists,” the report added.

In Costa Rica there are no connectivity restrictions imposed by the government, which has fostered an environment conducive to the growth of technology and communication in the country.China (9), Burma (10), Iran (11) and Cuba (20) have the lowest scores of the 70 countries analyzed.

In an unprecedented medical milestone in Central America, a shitzu dog became the first dog to receive a pacemaker.  She is a seven-year-old pet who lives in Jacó.  This historic operation took place at the end of August.

 Chou Chou was diagnosed with sick sinus syndrome.  It is a condition that affects the heart rhythm and can cause debilitating symptoms, such as fainting and difficulty breathing.

 The recommendation from her veterinarian was to place a pacemaker, a medical device that is implanted in the heart and emits gentle electrical impulses to stimulate this muscle.  This device helps maintain a regular and healthy heart rate.

 Paola Campos, from Cimes Veterinaria, led the team involved in the procedure.  She indicated that the operation lasted approximately one hour and was concluded successfully.

Using a fluoroscopy

 “Until now this operation had not been carried out in the country due to the lack of trained personnel and the absence of specialized equipment.  However, we became the first veterinary center in Costa Rica that has fluoroscopy.  It is an essential tool that allows us to see the route through the vein for precise placement of the pacemaker,” commented Campos.

Chou Chou will have to rest for six weeks and will have weekly monitoring to check her heart rate.  Then, periodic clinical checks will be carried out with the support of specialists from the medical device company Meditek.

 The life expectancy of her, who is currently seven years old, is approximately 12 years, so this operation will allow her to enjoy a full life.The device implanted in Chou Chou has a small, ergonomic design called a physiocurve.

 The installed equipment

The equipment was delivered by Meditek, which not only provided the pacemaker but also carried out previous training visits to the veterinary center team.In addition, he provided other medical supplies and support in the room during the procedure.  Likewise, it offered patient follow-up, including a review within 24 hours after implantation and training in the use of remote monitoring.

 “The device implanted in Chou Chou has a small and ergonomic design called a physiocurve, which allows adequate positioning.  In addition, it is made with special materials that prevent the body from rejecting it.

 “This pacemaker connects remotely to a platform so that it can be monitored in real time by the doctor and the dog’s family from anywhere in the world,” said Angie Dávila Barreda, rhythm and heart failure team lead at Meditek.

 “We are very grateful to Dr. Campos and the entire team involved in this operation for allowing Chou Chou a new chance at life.“This little dog has great emotional value for us, since it was my mother’s pet before her death.  From now on we can see that the operation has significantly improved Chou Chou’s quality of life and that makes us very happy,” added GsellGuilles, owner of Chou Chou.

 This Saturday, October 14, the Moon will pass in front of the Sun, resulting in an annular eclipse.The National Meteorological Institute (IMN) reported on the conditions expected for this day.

 “In general terms, normal rainy season conditions will occur with a slightly cloudy to partially cloudy sky during the morning.  However, during the morning cloudiness will begin over the mountainous axis of the country,” the Institute reported.

 Regarding visibility, it is expected that for the hours of the event Costa Rica will present conditions of little cloudiness to partially cloudy, in mountainous areas, a sky of partial to mostly cloudy could occur.

Northern Zone and Caribbean

The probability of rain during the hours of the event is low, however, a slightly cloudy to partly cloudy sky is expected.  For the Caribbean, greater visibility is expected in coastal sectors

Central Valley

Partly cloudy to mostly cloudy skies are expected in mountainous sectors with a low to medium chance of rain.  While in the western, southern and central sectors there could be a slightly cloudy to partially cloudy sky, therefore visibility could decrease.

 In other areas

The most cloudy conditions are expected between 12:00 pm and 1:00 pm in most of the Central Valley, with better visibility to the east of the region.  It is worth mentioning that the probability of rain between 12:00 pm and 1:00 pm remains moderate due to the moisture content in the Pacific.  This probability is lower between 9:00 am and 12:00 pm.

 North Pacific

Partial cloudiness is expected in mountainous sectors, in contrast, little cloudiness is expected in low-altitude sectors.  It is recommended to move towards the coasts if you want to observe the event with greater visibility.The probability of rain in the sector is low during the forecast period, however, in mountainous regions this probability increases.

 Central and South Pacific

Partly to mostly cloudy skies are expected in the mountains and light cloudy skies in low regions.  The probability of rain during the event is moderate in the mountains and low on the coasts.

 But in Costa Rica the ring of fire will not be complete.  The phenomenon will be partial because the territory is outside the strip in which it can be seen in its entirety.  In this way, the Moon will hide one side of the Sun and the luminous ring will always be incomplete.

 The atmospheric changes that occur

 There are a number of changes that occur in the atmosphere while an eclipse occurs.“First of all, in the absence of cloud cover, the Moon’s shadow will dramatically affect the luminosity and solar radiation reaching the ground.  During the eclipse, the temperature drops, the relative humidity increases and eclipse breezes could be generated,” the meteorologist indicated.

 Other situations that can be perceived are:

  • Decrease in temperature by up to 5 degrees Celsius, especially if the eclipse occurs close to the time of maximum temperature
  • The lowest temperature does not happen exactly during totality, but 10 to 30 minutes later
  • Wind speed, which is also usually maximum at midday, would decrease by about 3 km/h
  • Likewise the direction would vary by 20 degrees

 “An “eclipse wind” is a change in the direction and speed of the wind that occurs when the moon blocks the sun, this is because the ground cools suddenly, just like at sunset,” explained the IMN.

 According to experts, this situation means that warm air stops rising from the ground, causing a drop in wind speed and a change in direction, as the deceleration of the air across the Earth’s surface changes.As a consequence, daylight is expected to decrease by 85% in Guanacaste, 89% in San José and 91% in the Costa Rican Caribbean.

 Recommendations for viewing the eclipse

In addition, experts make a series of recommendations to enjoy this event:

  • Use special eclipse glasses
  • Apply sun protection to the skin
  • Do not expose yourself to the sun for a long time around midday
  • Wear comfortable and protective clothing such as caps and hats
  • Do not see the phenomenon directly without protection
  • n  Even with certified lenses, do not look at the sun for more than 5 seconds at a time and rest 20 seconds before looking at it again.
