The country is preparing for a new WEEE-TON that includes workshops, talks and special awareness campaigns in educational centers in the country.Waste Electrical and Electronic Equipment (WEEE) contains high-risk toxic components, especially heavy metals and brominated flame retardant substances.  Each year, approximately 10,000 tons of toxic substances are generated in this type of waste and the harmful effects on health and the environment have been demonstrated when it is disassembled by unauthorized people and exposed, affecting the central nervous system of children, and being carcinogenic even in small doses.

 It is crucial to identify, separate, decontaminate and treat these compounds at the national and international level in a professional manner and based on a knowledge base stipulated in the best available technologies and environmental practices of International Conventions such as Stockholm and Basel.

 After carrying out an analysis of facilities and infrastructure in 2022, the Ministry of Health identified facilities that required improvements in the management of WEEE, particularly in the management of hazardous fractions.  To address this challenge, a strategic collaboration was forged with eight authorized WEEE managers in the country, with whom pilot projects were implemented.

Quantum Lifecycle Partners SRL, Valu Shred Costa Rica, the Materials Transfer and Technology Center of the Costa Rica Institute of Technology, Solirsa, Fortech, ZERO Waste, Green Costa Rica and HC Recycle have collaborated on actions.  Efforts have led to concrete achievements and advances in capacity development, for example, with plastic parts with additives, often brominated chemicals (BFRs), regulated by the Stockholm Convention as Persistent Organic Pollutants (POPs). high risk. 

Some results of this process:

The country defined procedures to identify, as well as separate and eliminate plastic because it contains POPs, and managers are applying it.140 tons of WEEE plastic with POPs have been identified and separated, highlighting in the Latin American region.

 More than 100 tons have been destroyed by co-processing in the cement kiln of CementosProgreso Costa Rica (CEMPRO), another key participant, since the beginning of the pilots.

 Research on types of WEEE in Costa Rica and its POP content has allowed the study of 11 types, with the analysis of more than 50 devices from sampling batches of nearly 30 devices.

Coordination achieved

 Coordination has been achieved with the National University and the University of Costa Rica, which link managers and academia on WEEE plastics.The completion of the Confirmatory Protocol for the Destruction of BFR COPs in the CEMPRO furnace is planned for this month.

 The country has made progress in fulfilling its obligations with the Stockholm and Basel Conventions.Adequate business models have been promoted to ensure long-term sustainability.

Collaborating with the environment

 “With the separation diagram we have managed to identify more than 5-6 tons of brominated material, which has been removed from circulation, collaborating with the environment.  A second step comes, which consists of making a separation by type of plastic that will make the types of materials obtained more specific and can be placed in different markets worldwide, promoting the circular economy,” comments Mr. George Faeth, general manager. by Quantum Lifecycle Partners S.R.L.

 These achievements are achieved within the framework of the work of the WEEE Forum Technical Team, with the leadership of the Executive Committee for the Comprehensive Management of Electronic Waste (CEGIRE), and the support of the Electronic Waste Project in Latin America (PREAL) in Costa Rica .  The Directorate of Environmental Quality (DIGECA) of MINAE, the Chamber of the Plastics Industry (ACIPLAST) and the School of Chemical Engineering of the University of Costa Rica (UCR) also participate, along with the Polymer Laboratory of the National University (POLIUNA). ) who has supported us for two years now.

Also, with the expectation of maximizing the use of WEEE materials and raising public awareness on this issue, during this month of October the last WEEE-TON of 2023 is being developed. The campaign has the support of Municipalities, Compliance Units, marketing companies , importers, institutions and above all consumers.

The Clean Wave Foundation and Mantas from Costa Rica, together with the BuceoConCiencia initiative from Spain, will promote diving as a practice of environmental sustainability to encourage the conservation of the seas during November 4 and 5 in Islas Murciélago, canton of La Cruz, Province of Guanacaste.

According to Andrés Bermúdez, President of The Clean Wave, the initiative is possible thanks to the Maritime Rescue Center Association (CREMA), Mantas de Costa Rica and the BA Divers Diving Center. The CREMA Association is a Non-Governmental Organization dedicated to protecting, conserving and promoting ecosystem management of marine resources, formed in 2012.

For its part, Mantas de Costa Rica is a non-profit organization that seeks the protection of oceanic manta rays (Mobulabirostris) through monitoring and understanding. The Clean Wave Foundation joined this effort by creating an alliance to disseminate and present to the population the wonder of this species and its importance in the health of the oceans.

As Bermúdez explained, the community of “diving practitioners in the country is a good niche to promote sustainability in the seas, therefore, we wanted to convene this group to carry our message in favor of sustainability because generally these are people who They are imbued with that concept.”

For its part, BuceoConCiencia is a project created by the Spanish, MaibeHermoso, who completed a doctorate investigating the interest of divers in actively participating in science. In that study she realized that divers really wanted to be an active part of marine conservation, but they did not have the knowledge in marine biology, nor did they find a way to acquire it. That is why almost 3 years ago he founded BuceoConCiencia, a marine conservation academy for divers and sea lovers.

Witnessing of what happens underwater

“Diving places us in a privileged position as witnesses of what happens underwater; Therefore, we encourage divers to act accordingly by taking an active role in their protection. From our academy we teach about marine biology in online format, Consciousness Expeditions or international diving trips that focus on the recognition of the marine biodiversity of the places we visit,” explained Hermoso.

Islas Murciélago is a rocky archipelago in Guanacaste just west of Isla Colorada. It is a protected territory as part of the Santa Rosa National Park that has a diverse variety of fauna and marine life in an area regularly visited by tourists and divers.

Academic meeting

During the trip to Costa Rica, Hermoso will visit marine conservation projects in the country carrying out different activities. Apart from the diving tour to Murciélago Islands, on November 3 (4 p.m.) a talk titled “The Importance of Sharks in Marine Ecosystems” will be offered in the Auditorium of the School of Marine Biology of the University of Costa Rica (UCR). The meeting will have interpretation in LESCO language.

Many advances have been made in Costa Rica towards the goal of a more sustainable country, with renewable energy and demand for electric vehicles.

Last year 2022, the Central American country reached the highest market share in the Americas for the electric car segment.

One of the masterminds behind the big actions is the Costa Rican Electricity Institute, better known as ICE Group (its acronym), which is chaired by Marco Acuña.

When talking exclusively with Acuña, he referred to the fact that everything has remained focused on the active route for more than 70 years, in the sense of where we want to go, which is the point of view of electricity generation and clean energy.

For Acuña, more than 99% of annual electricity generation is through renewable generation or renewable sources. “We are working on the incorporation of technologies that allow us to take more advantage of renewable energy, such as energy storage and also aspects related to the use of that energy so that when demand is a little low, have other uses such as decarbonization of industrial processes or electromobility,” he said.

In recent days, it was learned through the company Red Motors, that BMW and MINI electric vehicles will be delivered with the ICE’s Es Eléctrico! card, another alliance of the Institute so that customers can make greater use of chargers throughout the country without the need for additional procedures.

Red Motors is the first vehicle distributor in the country to offer this service, focused on promoting clean energy, and renewable generation, increasing the traffic of electric cars, and through them further expanding the charging network throughout the country, all this as a major purpose of ICE.

We are on the road to sustainable mobility in Costa Rica in which Costa Rican citizens can drive without worries.

In the fast charging network “Es Eléctrico”, after subscribing to the platform, Ticos can self-manage the charging of their vehicle, in the network of 38 fast chargers that are available in the concession area of ICE’s power grid. They must also activate the GPS on their cell phone so that they can locate on the map the distance between where they are at the moment and where the nearest chargers are. 

Each driver can additionally block their Es eléctrico! card in case of loss and request a new or additional card.

Strengthening the electromobility market

ICE Group has made other contributions to promote a more sustainable transportation model in the country.

Among these efforts, we would like to emphasize the Interinstitutional Cooperation Agreement signed with Banco de Costa Rica, which seeks to promote business models based on renewable electrification, with a priority on reducing polluting gases and encouraging the energy transition in different sectors, including transportation.

It is all part of a corporate plan that includes strategic investment: ICE has allocated approximately $2 million for the implementation of electric chargers. 

The plan also includes infrastructure works, both ICE and Compañía Nacional de Fuerza y Luz are pioneers in the implementation of fast chargers, forming a network that is aligned with the mobility demands projected by the national legislation.

They are increasingly working on freight facilitation and leadership for electrifying public transportation, which has been progressing since last year.

According to ICE Group, represented by Marco Acuña, progress in the electrification of transport depends on the conditions and legislation in force.

In 2022, the purchase of electric vehicles increased by 7%, with 24 brands and 45 electric models available, which evidences the dynamization of the market.

Other encouraging figures on electric mobility 

According to the Ministry of Environment and Energy of Costa Rica, more than 1,800 electric vehicles were registered last year before the Property Registry, which meant an increase of more than 40% compared to 2021.

Finally, the National Energy Control Center also reported that the year 2022 reached 99% of clean energy production, how will 2023 close? We do not know, what we do know is how evident has been the commitment between institutions and consumers to achieve the goals in the country. Bravo!.

We are pleased to inform you that Costa Rican biologist and environmental activist, Fabian Pacheco, has been nominated for the French Republic’s Human Rights Prize “Liberty-Equality-Fraternity” for 2023, awarded by the Prime Minister of the French Government’s National Consultative Commission on Human Rights (CNCDH).

This time, the edition is dedicated to the defense of water, in which Pacheco has stood out for his trajectory against oil exploitation, open-pit mining, and contamination with pesticides.

The theme of this 2023 edition is “Environmental defenders and access to water”, among are contemplated objectives such as promoting the action of environmental defenders, promoting effective access to quality drinking water and effective sanitation, in addition to ensuring long-term monitoring of water resources, all this demonstrates the relevance of a candidate as the environmentalist Fabián Pacheco.

Since 1988, the Human Rights Prize of the French Republic has been awarded to various individuals and organizations whose aim is to carry out actions and projects related to the protection and promotion of human rights. The prize recognizes the fundamental role played by civil society, and in particular by non-governmental organizations, in the promotion and protection of these rights.

The results will be announced on December 10 at a ceremony in Paris.

Fabián Pacheco has been an activist since his adolescence and is currently the manager of INA’s Organic Agriculture Technician program, which has proven to be a singular success according to the latest study by INA’s Business Development Unit, given the high rate of employability of its graduates.

He is also the creator of the INA-IMAS-INAMU institutional program “Mujeres Semilla” (Seed Women), to strengthen the capacities of peasant, indigenous, and farming women.

Fabián has led as part of the collective Frente Eco-Cipreses, this community organization has arisen since 2019 and has worked denouncing, investigating, making legal actions and mobilizations for the defense of water.

 The struggle for the water of the community of Cipreses has had such transcendence and evolution thanks to the focus and work of the ecologist that today it evolved into a National Campaign For The Prohibition Of Chlorothalonil.

As mentioned by the Asociación Red de Coordinación en Biodiversidad: “We consider that Mr. Pacheco’s candidacy will strengthen a collective struggle for the defense of water in various communities of the country… [the award] represents a great opportunity to bring the defense of water in Costa Rica to the ears of the international community”.

Endorsement, support, and admiration from environmental organizations.

It is worth mentioning that a few months ago Fabián was nominated by more than 30 environmental organizations for the “Contributions to the Improvement of the Quality of Life Award”, a recognition granted by CONARE and the Ombudsman’s Office.

It was precisely the well-known environmentalist and writer Flora Fernández Amón, who joined forces for the nomination of the fighter Fabián Pacheco, an action of recognition by his peers.

It is also worth mentioning that Flora and Fabián have been involved in the environmental defense of Costa Rica, she has been his student in organic agriculture courses and is linked to the use of solar energy.

For his fellow environmental activists… Pacheco besides being a great friend and family, is a man full of integrity and determination, capable of integrating people from diverse socioeconomic backgrounds, of all cultural, ethnic, and gender backgrounds, and able to harmonize everyone to work with the same purpose.

Finally, it is important to emphasize that the Costa Rican Master in Environmental Agrobiology, Agronomist, and Ecologist, Fabian Pacheco, does not rest in raising his voice with concern about the actions that are not favorable for the biodiversity of Costa Rica: the contamination of water resources, secondly, the cultivation of food organically and without pesticides, “because there is no point in cultivating land organically if the water is already contaminated,” added Flora Fernandez.

 A bill seeks for the Limonense Creole language, known as Patois (or Patuá) to be classified as a Costa Rican regional language and obtain constitutional rank.The above, based on the reform of the Political Constitution carried out in 2015, which contemplates Costa Rica as a Multiethnic and Pluricultural country.The proposal, led by liberationist Rosaura Méndez, aims to give protection and promotion to Patuá because it is a minority language.

Revitalizing minority languages

 “Costa Rica has been making efforts to revitalize the minority languages ​​that survive in the country, placing emphasis on the native languages ​​Bribri, Cabécar, Guaymí, Buglere and Guatuso, seeking policies to promote status in formal education and facilitating the existence of resources humans and teaching materials for their development,” the plan indicates.

“Evidently, Limonense Creole cannot be considered an indigenous language;  However, it is the minority language with the largest number of speakers, which remains excluded from the efforts and obligations of the State to guarantee its permanence,” he continued.This constitutional reform would force public administration and those programs related to native languages ​​to seek their preservation and strengthening.

 Thus, if the reform is approved, article 76 of the Magna Carta would be read as follows:

“Article 76- Spanish is the official language of the Nation.  However, the State will ensure the maintenance and cultivation of the national indigenous languages ​​and the Limonense Creole.”

 Could it become extinct?

Méndez justified the presentation of this text because he considers that it is an endangered language. “As a defense mechanism, speakers of the Limón Creole language further relegate its use, with the consequent danger of extinction,” he noted.

 “Another defense mechanism against stigmatization that some speakers of the Limón Creole language have adopted is to deny their Creole linguistic identity and maintain that it is a variant of English,” indicated the liberationist in the project.

 The proposal also states that in countries such as Belize, Nicaragua and Jamaica there are creole languages ​​that are part of the school curriculum, which does not happen in Costa Rica.The initiative is supported by 16 other congressmen from all factions that make up the Legislative Assembly.

To visit Esterillos Oeste beach is to appreciate without a doubt a phenomenal landscape, full of the colors of the sky reflected in the immense sea, as well as an imposing woman seated on a base of rocks, with her long and particular mermaid tail and wavy hair, her eyes looking towards the ocean, which when its level rises, she seems to hide herself.

The woman is called Sirena de Esterillos, a sculpture cast in bronze more than 40 years ago by the Puriscaleño Albino Valverde. The ideal is that people who wish to see this work, go when the tide is low so that they can approach and appreciate its details.

The Mermaid has become the sculpture of reference in the area for local, national, and international visitors, so much so that any tourist in Esterillos cannot resist taking a close-up picture of it.

Why or by whom did the idea of elaborating the mermaid work come up?

In 1957, Mr. Fernando Mora, already settled in the area of Esterillos, went to sea to fish for lobsters, an action that led him to have a fleeting encounter with a mermaid and such was his impression that years later he decided to do something unique.

  Don Fernando said that he heard something behind him, and when he turned around he found “a big woman” coming at him, so he decided to get out of the water and run away, then she simply left. 

Mora remained with the restlessness, fascinated by what happened, he wanted to buy those properties to build a mermaid later. He spoke with the man who was selling them, who asked him if he had money, and Don Fernando answered that he had 15,000 colones, receiving feedback, that to get the person in charge out of there, he had to give him 5,500 colones for the 42 hectares (for that time it was a lot of money, with which he could do anything). The owner of the hectares said that he had never seen that before! and, indeed, Don Fernando paid.

Shortly thereafter, in collaboration with the artist Don Albino Valverde, he fulfilled his purpose, the Sirena de Esterillos, named by him as La Hermosura (The Beauty). At present, Don Fernando is still determined to preserve it in time.

In itself, the appearance of the mermaid is known as a local legend that remains a mystery to many. The sculpture is a reminder of the magic and mystery of the ocean, especially in Costa Rica.

Details of the area

In addition to its aesthetic beauty, the Esterillos Mermaid also has cultural and symbolic significance. The mermaid represents the connection to the ocean and marine life, so important to the coastal region of Costa Rica.

It is an artistic piece that hides among the waves, making it one of the most visited beaches in the canton of Parrita in the province of Puntarenas, between Bejuco Beach and Hermosa Beach

Esterillos Beach belongs to the Central Pacific of Costa Rica, about 124 kilometers from the city of San Jose, and is characterized by its gray sand and strong waves, so the surfers are never lacking.

On the sides of the tico beach, small streams are formed which are also part of the wonders of Esterillos, in addition to the fauna comprised of birds, tropical forest, palms, and almond trees.

There are three sections: Esterillos East, Center, and West, in the last one is located in the sculpture of the mermaid.

Restoration of the Mermaid

  In August of this year 2023, the sculpture of the Mermaid of Esterillos, located 250 meters offshore from the beach, was detached from its base, due to the incredible force of the tide.

Immediately, the creator of the sculpture, Mr. Fernando Mora, coordinated with the private company, the local authorities, and the neighbors of Parrita to recover the Mermaid, which became an important artistic piece within tourism.

Fernando’s son, with an excavator, managed to take it to the mainland so that it could be restored.

Indeed, it was restored, filled with courage and love by all, including its main sculptor Albino Valverde.

Now, we wanted to investigate which other countries have mermaid sculptures on their beaches, and to mention a few we have:

• Denmark: The famous Little Mermaid statue is located in Copenhagen. This iconic sculpture is one of the city’s main tourist attractions.

  • United States: In the state of Florida, in the city of Key West, there is a sculpture known as “The Siren of the Conch Republic”.

 This statue is a representation of a mermaid sitting on a rock and is popular among visitors to the island.

• Spain: In the city of Barcelona, specifically on the Barceloneta beach, there is a sculpture called “Sirena Varada” (beached mermaid), made by the Spanish artist Josép Cañas. This work represents a mermaid stranded on the beach and has become a recognizable symbol of the city.

• Puerto Rico: On the island of Culebra, there is a sculpture on Flamenco Beach called “La Ventana al Mar” (Window to the Sea). This sculpture depicts a mermaid emerging from the water and is a popular attraction for visitors to the beach.

Of course, Costa Rica is another of the countries that has a sculpture of Sirena, on the beach of Esterillos Oeste, which has that sense of belonging, of mystery, of the fascinating story of Don Fernando, that although some people doubt, others, more tourists or not, are captivated and keep the memories in photographs, even in videos.
